Why don't you address the real cause of "Climate Change" and flooding? It is being caused by incessant geo-engineering.

The Government are serial liars. They lied to us about covid and told us the jabs were "safe and effective". They are lying to us again by claiming that carbon emissions cause climate change. CO2 is the gas of life, we are at dangerously low levels (0.04%). Any further reduction threatens all life on earth as CO2 is needed for photosynthesis.

Never trust the Government on anything, they work for big business and profit rather than the person on the street

Many newer estates around Gloucester are built as Low Traffic Neighbourhoods, with cyclists and pedestrians able to get between estates but drivers having to drive around. However, more LTNs would be helpful if you can counter the narrow-minded, bitter "It's a war on the motorist" propaganda.

Remember that at present, the police and the Council persistently turn a blind eye to drivers (especially school run parents) parking in cycle lanes and on junctions and pavements, which makes it offputting for parents to cycle with young children or for parents to allow older children to cycle alone.
Suggestion
If you and the police were to take enforcement action against parents blocking bike lane, junctions, dropped kerbs and pavements around schools, then not only would more parents feel children would be safer walking or cycling but parents who drive less than a mile to park illegally and could no longer get away with parking illegally would realise it's quicker to walk. It would save lives as well as carbon emissions. Congestion would be reduced as there would be fewer cars making unncessary short trips and it break the cycle of parents driving and parking illegally "because everyone else does".

You should only offset what remains after reducing to "as low as reasonably practicable". I don't advise publishing a % as it takes the pressure off reaching ALARP before offsetting.

Some offset schemes harm livelihoods in other countries. Please apply rigour to your selection as this is a reputational risk.

Although trees are inherently valuable and should be recognised for their ecosystem services, we need to be totally transparent about mixing them in with other quantifiable abatement measures. They are part of background atmosphere. And please ensure you are partnered with an organisation that knows which types of trees should go where.

Please recognise church organisations (eg anglican, catholic property managers) as influential landlords whose charitable aims mean they should be exempt from the 4-property maximum, when applying for home upgrade funding. We are not social housing and also not a private landlord and what we are trying to do is 100% in line with this strategy.

Please link to broader picture. Climate Change Committee recommends that 1% of homes are heated by air source heat pump and this needs to increase to 10%. Residents need support in form of easy-to-apply-for government grants to make such efficiency improvements to their homes.
